Graphic designers, anyone bill per page?

I usually give estimates based on an hourly rate and on occasion a flat rate. However, I just had someone request a per page rate/estimate for designing a magazine. Has anyone ever done this; is there a formula to arrive at a per page estimate? Any advice would be helpful.

I have heard of it done, especially in Asia, but I never would. Perhaps the best way is to work out a per-project rate and then divide it by the number of pp.?

I've bid this way only once, at $150/page. However, that was several years ago.
